जसको सेवन तथा प्रयोगले व्याक्तीको मानसिक स्थितिमा परिवर्तन हुन्छ। जसलाई नसा पनि
भनिन्छ।लागु पदार्थको प्रयोगबाट निस्कने परिणाम डरलाग्दो हुन्छ। यसले व्यक्ति आफै, परिवार, समाज, राजनीति, राष्ट्र
र अन्तर्राष्ट्रियरुपमै खतरा पैदा गर्दछ। यो मादक
पदार्थ (रक्सी) भन्दा दशौं गुणा हानिकारक छ। हामीले देखेका छौ, टोलछिमेकमा अवैधरुपमा रक्सी ब्रि्री गरेका कारण
आमा समूहसमेतको विरोध भएको छ। तर लागु औषधको यो बिगबिगी उनीहरुको पहुँचभन्दा टाढा
देखिन्छ।
नेपाली
समाजका आमा समूह, टोल सुधार समिति, मानव अधिकारवादी, समाज
सुधारकहरुले गम्भररुपमा यसलाई लिनुपर्दछ अन्यथा हाम्रा छोराछोरी पनि कुलतमा
फस्लान्। कतिपय परिवार, टोल सुधारकहरु र आमा
समूहहरु लागु औषध ब्रि्री व्यवहार गर्ने, ओसारपसार
गर्ने त्यसलार्इ, सहयोग गर्ने प्रशासक र अड्डा-अदालत उनीहरु चिन्दैनन्। आफनो
व्यथा आफैमा थन्क्याएको पाइन्छ। उनीहरु आन्तरिकरुपमा हारगुहार त गर्छन्। उपाय
लाग्दैन अनि पुग्छन्, पुनस्र्थापना
केन्द्र, अहिले नेपालका विभिन्न ठाउँमा
पुनस्र्थापना केन्द्र स्थापना गरी उपचार गरिएको छ। यो समाधान चाँही होइन।
उद्योगधन्दा खोलेर युवाहरुलाई रोजगार दिनुपर्ने अवस्थामा पुनस्र्थापना केन्द्र
खोल्नु परेको छ। यो बाध्यता हो। समाजको पीडा हो। सिंगो
मानव समुदायको पीडक यो हो के ? त्यो लागु पदार्थ
हो। सामान्यतया यो दुर्इ किसिमका हुन्छन्। गाँजाजन्य र अफिमजन्य। गाँजाजन्यअन्तर्गत
? गाँजा चरेस, भाङ। अफिमजन्यअन्तर्गत -अफिम,
मफिर्न, हेरोइन, कोडिन, मेथाडोन, व्यूप्रिनफिर्नजस्ता लागु औषध प्राकृतिक र
परिवर्तित गरी प्रयोग भएका छन्।
अफिम
लागुपदार्थको दुर्व्यसन रोक्न मफिर्न सन् १८०५ मा आयो। यस्को झण्डै आधा दशकपछि
अमेरिकाको गृहयुद्धमा घाइते सैनिकलाई पीडा कम गर्न मफिर्नको व्यापक प्रयोग पनि
भयो। तर यो त अफिमभन्दा १० गुना हानीकारक बनी औषधी विज्ञानमै घातक सिद्ध भयो।
हेरोइन त कुरै छोडौं। यो मफिर्नभन्दा बीसौं गुणा हानीकारक छ।
लागु
पदार्थको दुर्व्यसनले मानिसको शारिरिक तथा मानसिक दुर्वलता ल्याउनुको साथै
मस्ितष्क मुटु र फोक्सोजस्ता संवेदनशील इन्द्रीयहरुमा आघात पारी मानवीय स्वास्थमा
नै खराब असर पार्छ। ती लागु पदार्थले मानिसलाई आलस्यजनक, भ्रमात्मक
असर भएका, उत्तेजकरुपमा प्रयोग गर्दछन्। यो समाज
विरुद्धको गम्भीर अपराध हो। यसको दुरुपयोगबाट लुटपाट, चोरी, डकैती, वेश्यावृत्ति, आत्महत्या, ठगी
आदिजस्ता अपराधहरु बढ्दै गएका छन्।
हिजो आज
युवा समुदायहरुमा लागु औषध जीवनसाथी बनिरहेको छ। मुलुकका उर्जा युवा शक्तिहीन भई
नकाममात्र होइन परिवार एवं समाजलाई बोझ बनेका छन्। यस्ता दुर्व्यसनीको उदेकलाग्दो
वृद्धि छ। हालै झापामा ८१ जना युवक एउटै घटनामा लागु पदार्थ दुर्र्व्येसनमा
समातिएको खबर हाम्रा सामु छ। नेपालका प्रत्येक जिल्लामा यसरी यही जनशक्ति क्षय
हुने हो भने ७५ गुणा ८१ गर्दा कति होला – यसको
परिणाम नेपालले ब्यहोर्दा कस्तो होला – अनुमान
गर्न गाहृो छैन।

Computers
and the Internet has now become backbone for virtually all facets of modern
life, from personal communications and finance to the processing and management
of electrical grids and power plants are being dependent with computer and
internet.
The
rapid growth of the information and communication technology (ICT) networks in
cyberspace has created new opportunities for criminals in perpetrating crime,
and to exploit online vulnerabilities and attack countries’ critical
information infrastructure. One European survey points out
that 43% of over 3000 surveyed companies, organizations, government agencies
believe that cybercrime will be the biggest and most damaging class of criminal
activity in the future.
In present world the presence of the networked
computers in almost every aspect of modern life, the amount of sensitive
information stored on networks, and the relative ease with which computer
crimes may be committed, the study of computer crime demands greater attention
from researchers, law enforcement agencies and legislators. Law codes
throughout the world have proved ineffective in curbing the expanding domain of
hacking behavior and hence a need has arisen to re-look at the strategies for
containing this emergent menace.
Cybercrime
in Nepal is directly proportional to the level of progress made in Nepal in
information technology. The internet users in Nepal have been rampantly
increased. As per the data provided by International Monetary Fund, there were
50,000 internet users in Nepal in 2000 which has increased to 2,690,162 in
2012. According to the World Bank, internet penetration had reached 13.3
percent in Nepal as of December 2013.

कञ्चनपुर जिल्लामा एक बालिकालाई बलात्कारपछि गरिएको हत्याका मुख्य दोषीलाई पक्राउ
नगरिएको र त्यसको विरोध गर्ने स्थानीयवासीलाई सरकारले दमन गरेको भन्दै शनिबार
राजधानी काठमाण्डूमा समेत विरोध प्रदर्शन भएको छ। जनताको भेला' भनिएको उक्त प्रदर्शनमा 'निर्मलाका लागि
न्याय' भन्ने
लेखिएका प्लेकार्ड र ब्यानर बोकेर नागरिकहरू सहभागी भएका थिए। कुनै पनि राजनीतिक
दल वा सामाजिक संघसंस्थाको आयोजनामा नभई स्वतस्फूर्त रूपमा विरोध प्रदर्शन गरिएको
सहभागीहरूले बताए। काठमाण्डूको
माइतीघरबाट सु्रु भएको विरोध प्रदर्शन बानेश्वर पुगेर सकिएको थियो।
मौन रूपमा निकालिएको

अमृता लम्सालले बताइन्।
उनले भनिन्,
"यहाँ सबैजना स्वतस्फूर्त रूपमा आउनु भएको छ, हामीले रातरातभर नसुती सामाजिक सञ्जालमा
चलाएको अभियानमा पु्रुषहरूको समेत ठूलो सहभागीता हुनु खुशीको कुरा हो।" विरोधमा सहभागी
नाट्यकर्मीहरूले भने एकोहोरो शंख फुकेर विरोध जनाएका थिए। सरकारले दण्डहीनता नदेखेको र पीडितको आवाज
नसुनेकाले शंख फुकेर यस्तो विरोध जनाउनु परेको उनीहरूले बताए। शनिबारै बिहान बसेको
सत्ताधारी दल नेपाल कम्युनिस्ट पार्टीको आकस्मिक सचिवालय बैठकले पनि बलात्कार र
हत्यामा संलग्नलाई पक्राउ गरि कारबाही गर्न सरकारलाई आग्रह गरेको थियो। उक्त निर्णय लगत्तै
गृह मन्त्रालयले घटनाको अनुसन्धानमा संलग्न कञ्चनपुरका प्रहरी उपरिक्षकलाई निलम्बन
गरेको जनाएको छ। महेन्द्रनगरमा
बसेका सर्वपक्षिय बैठकहरूले भने दोषीलाई खोजी गरि पक्राउ गरेर कारबाही गर्ने माग
गरेपछि दुईदिनदेखि तनावग्रस्त रहेको उक्त स्थान शान्त हुने अपेक्षा गरिएको छ।
बालिका बलात्कारपछि
हत्या गरिएको घटनाका वास्तविक दोषीलाई पक्राउ नगरिएको भन्दै सुरु भएको आन्दोलनका
क्रममा कञ्चनपुरमा एक जनाको ज्यान जानुका साथै तीन जना गम्भीर घाइते भएका थिए। बैठकले शु्क्रबार
प्रहरीको गोली लागि मारिएका शनि खुनालाई सहिद घोषणा गर्न र परिवारलाई उचित
क्षतिपूर्ति दिन सिफारिस गर्ने निर्णय गरेकाले कञ्चनपुरको अवस्था सहज हुने एकजना
महिला अधिकारकर्मी शारदा चन्दले बताइन्। उनले भनिन्,
"अन्य सहमतिसँगै एउटा सद्भाव र्याली समेत निकाल्ने निर्णय भएको छ।
यसले अब शान्तिपूर्ण रूपमा समस्या समाधान होला भन्ने आशा छ।" बैठकले आन्दोलनका
क्रममा क्षति पुर्याइएकाहरूलाई उचित क्षतिपूर्ति दिने र अंगभंग भएकाहरूलाई राहत
उपलब्ध गराउने निर्णय गरेको बताइएको छ।
बैठकको निर्णयलाई
सकारात्मक रूपमा लिएको आन्दोलनरत संघर्ष समितिकी संयोजक मीना भण्डारीले बताइन्। उनले भनिन्, "निर्णयको अक्षरश:
पालना भए कञ्चनपुरमा शान्ति र सद्भाव कामय हुनेछ। छानबिन समितिले पनि सत्यतथ्य
बाहिर ल्याए निर्मलाको आत्माले शान्ति पाउनेछ।" सरकारी अधिकारीहरूले सर्वदलिय र
सर्वपक्षिय बैठकपछि स्थिति सामान्य हुने र शान्ति सुरक्षाको अवस्था हेरी कर्फ्यु
हटाइने जनाएका छन्। कञ्चनपुर
घटनाबारे छानबिन गर्न सरकारले गठन गरेको उच्चस्तरिय समितिले पनि आफ्नो काम
थालिसकेको संयोजक हरीप्रसाद मैनालीले बताए।

The company had
started the road expansion project back in June 2014, and was supposed to
complete the project by mid-July 2016. Owing to the 2015 earthquakes and the
India-imposed trade embargo, the project’s deadline was extended to July 15
this year. But the company has completed only 47 percent of the work so far.
“Due
to the bad condition of the road, the number of tourists who visit Nagarkot
have gone down sharply, by almost 50 percent,” said Dhana Bahadur Lama,
secretary of Nagarkot Nuldhm Tourist Development Committee.
“When the road
was in a good condition, we used to get around 1,000 tourists in a single day,”
he said. Nagarkot is one of the most popular tourist spots on the outskirts of
Kathmandu Valley, with more than 100 hotels and restaurants. But the sorry
state of the road means it takes more than two hours now to cover the distance
which typically took not more than 45 minutes. Consequently, people are now
opting to visit other tourist spots instead. Tourism entrepreneurs place the
blame directly on Shailung Construction’s Chairman Sharada Prasad Adhikari for
being neglectful and idle. if this condition prolongs, we will not be in a
condition to run our businesses. Everyone is suffering, but the contractor is
indifferent,” said Gokul Lamichhane, managing director of Hotel Marigold in
Nagarkot.
Chief District
Officer of Bhaktapur Narayan Prasad Bhattarai said that his office had written
several letters to Adhikari, but to no avail. “I have tried to meet him in
person as well, but he is not available,” said Bhatta. Two months ago, Mayor of
Changunarayan Municipality Shom Mishra had also sent a letter to the Home
Ministry regarding the issue. “Recently, I went to the minister’s residence to
meet him, and requested him to give top priority to the construction of the
road section. He has agreed to do so,” said Mishra.
Hopes were high
among the locals when the Home Ministry had launched an offensive against the
non-performing and underperforming construction companies two months ago. But
it soon fizzled out as the government did not take any action.
